Saute garlic, cumin, chili powder, smoked paprika and jalapeƱos until fragrant. Add diced bell peppers to pot. Add the rest of ingredients except scallions and half of the cilantro to the pot. Simmer for at least an hour.
Serve in a large bowl, garnished with scallions and cilantro along with rice, tortilla chips, sour cream and shredded, cheddar cheese.
